“I consider A.B. 398 to be a pretty good compromise and one that doesn’t threaten the environmental integrity of the climate program in any serious way,” said Cara Horowitz, co-director of the University of California, Los Angeles, School of Law’s Emmett Institute on Climate Change and the Environment. “Folks may or may not like the package of bills, but they don’t undermine our ability to reach our 2030 state climate goals.”
