Dissertation: Equitable Decarbonization in Practice: Energy Justice, Building Electrification, and Vehicle Infrastructure Planning in Los Angeles

Modeling and political economy to study energy transition tradeoffs

Rachel Sheinberg is a PhD alum in Environment and Sustainability. Her work focuses on the implementation of an equitable clean energy transition in Los Angeles (and beyond). She combines energy system modeling with research on the political economy of utilities to understand how decarbonization can benefit everyone. Her work has included collaboration with the Los Angeles Department of Water and Power (LADWP) on the LA100 Equity Strategies project, econometrics to understand the impact of electricity prices on household energy consumption, and strategies for effective electric vehicle deployment in Southern California.

Rachel holds a Bachelor’s degree in Environmental Engineering from Brown University. Prior to joining UCLA’s Environment and Sustainability PhD program, Rachel worked at Sunwealth, an impact-driven solar financing company based out of Cambridge, Massachusetts. Outside of UCLA, Rachel can be found reading on public transit or running by the beach.

As part of the LA100 Equity Strategies study, CCSC estimated residential service panel capacities throughout the LADWP service territory to assess what upgrades may be needed to support comprehensive electrification.
